SDUHSD / CSEA Chapter #241 Bargaining Update #5– May 23, 2024
The District and CSEA Chapter #241 met on Thursday, May 23, 2024, from 8:00 a.m. – 10:45 a.m. We are excited to announce that a tentative agreement has been reached for all outstanding Articles open for negotiation during the 2023-2024 school year, which includes a 5.18% ongoing increase to the salary schedule retroactive to July 1, 2023.
The tentative agreement will now move to each Parties’ approval process.
SDUHSD / CSEA Chapter #241 Bargaining Update #4– May 9, 2024
The District and CSEA Chapter #241 met on Thursday, May 9, 2024, from 8:30 a.m. – 12:15 p.m. for the seventh negotiation session where full proposals were passed, but the tenth overall negotiation session for this cycle.
The District’s most recent proposals focused on Article 11 - Wages and included the following:

A 5.0% ongoing increase to the salary schedule retroactive to July 1, 2023.

An increase to the one-time stipend for the 2024-2025 school year to $1,625 to be paid as soon as practicable after July 1, 2024.
CSEA rejected the District’s proposal described above on May 9, 2024.
All of CSEA’s and the District’s prior proposals are posted on the website.
We will provide an additional update following the next session scheduled for May 23, 2024.
SDUHSD / CSEA Chapter #241 Bargaining Update #3– April 15, 2024
The District and CSEA Chapter #241 met on Monday, April 15, 2024 from 8:30 a.m. – 1:00 p.m. for the sixth negotiation session where full proposals were passed, but the ninth overall negotiations session for this cycle.
The District’s most recent proposal included the following:
- A 5.0% ongoing increase to the salary schedule retroactive to July 1, 2023.
- A one-time $1,000 stipend for the 2024-2025 school year to be paid as soon as practicable after July 1, 2024.
- Granting Instructional Assistants to have full access to the Flexible Spending Account (currently set at $15,504.30 per person for the 2024 plan year for full time employees)
- No freeze on the Flexible Spending Account Escalator Clause.
- Inserting a “me too” clause for any on or off schedule percentage wage increases or stipend amounts any different represented bargaining unit receives for the 2024-2025 school year – meaning CSEA members will receive the same percentage salary increase and one-time stipend amounts that any other bargaining unit receives next school year.
- Increasing differential pay for classifications when more than 50% of one’s regularly assigned duty hours fall between 3:00 p.m. and 6:00 a.m.
- Reinstating the bilingual stipends, which is scheduled to sunset at the end of this school year, by making it permanent and increasing the stipend amounts to $200 per person.
CSEA rejected the District’s proposal described above on April 15th.
The District passed an updated proposal back to CSEA later on April 15th.

SDUHSD / CSEA Chapter #241 Bargaining Update #3– April 4 2024
The District and CSEA Chapter #241 met on Thursday, April 4, 2024 from 10:00 a.m. – 2:30 p.m. for the fifth negotiation session where full proposals were passed, but the eighth overall negotiations session for this cycle.
CSEA’s initial proposal included a 12% ongoing increase to salary along with additional revisions to Articles 6, 11, and 12 for a total proposal cost of approximately 19%.
CSEA’s most recent proposal included a combined total of approximately 11% in on-going and one-time salary increases and/or stipends for the 2023-2024 and 2024-2025 school years, along with increases for differential pay, bilingual stipends, longevity, and health benefits compared to the current contract language, for a total proposal cost of approximately 13%.
The District’s most recent proposal included the following:
- A 4.5% ongoing increase to the salary schedule retroactive to July 1, 2023.
- A 1.0% ongoing increase to the salary schedule effective July 1, 2024 for the 2024-2025 school year.
- Granting Instructional Assistants to have full access to the Flexible Spending Account (currently set at $15,504.30 per person for the 2024 plan year for full time employees)
- No freeze on the Flexible Spending Account Escalator Clause.
- Increasing guaranteed hours for bus drivers to seven (7), up from the current guarantees of four (4) and five (5) hours per day worked.
- Increasing guaranteed hours for bus attendants during the summer from three (3) hours to four (4) hours per day worked.
- Removing the overtime prohibition for bus drivers when drivers have 45 minutes or less between driving assignments and remain on the clock – entitling overtime in such scenarios.
- Adding paid breaks for bus drivers.
- Adding paid breaks for bus attendants.
- Streamlining the route bidding process for bus drivers and bus attendants from three to two times per year.
- Reinstating the bilingual stipends, which is scheduled to sunset at the end of this school year, by making it permanent and increasing the stipend amounts to $200 per person.
- Elimination of “bell schedule changes” and “year-round school” from the list of scenarios whereby an employee would be exempt from certain stipends and notices for changes in hours. Meaning that any employees impacted by “bell schedule changes” or “year-round school” would now become entitled to certain stipends and notices for changes in hours.
CSEA rejected the District’s proposal described above on April 4th.
The District passed an updated proposal back to CSEA later on April 4th.

The District and CSEA Chapter #241 met on Friday, March 22, 2024 from 8:30 a.m. – 12:30 p.m. for the fourth negotiation session where full proposals were passed, but the seventh overall negotiations session for the 2023-2024 contract.
CSEA’s initial proposal included a 12% ongoing increase to salary along with additional revisions to Articles 6, 11, and 12 for a total proposal cost of approximately 19%. CSEA’s most recent proposal included a 9.5% ongoing increase to salary and increases for differential pay, bilingual stipends, longevity, and health benefits compared to the current contract language.
The District’s most recent proposal entering the March 22nd meeting included the following:
• An option for Instructional Assistants to have full access to the Flexible Spending Account
• An option for 4.5% ongoing increase to the salary schedule.
