In accordance with an agreement between the Governing Board and the board of another district, a permit authorizing a student of either district to enroll in the other district may be issued upon approval of both districts.
Although students generally must attend school in the district where their parents/guardians reside, upon request and under exceptional circumstances, the Board may accept a student from another district on a case-by-case basis to meet individual student needs and may also allow a student who lives within the District to attend out-of-district schools on a case-by-case basis to meet individual student needs.
Upon receiving a permit for transfer into the district that has been approved by the student's district of residence, or upon receiving a written request from the parent/guardian/educational rights holder of a district student who wishes to enroll in another district, the Superintendent or designee shall review the request and may approve or deny the permit subject to the terms and conditions of the interdistrict attendance agreement.
The district shall not provide transportation.
The Superintendent will deny a transfer, or revoke an existing transfer if material information provided on the transfer form, or provided in support of a transfer is discovered to be false or fraudulent.

OPEN - MONDAY, MARCH 3, 2025 @ 8:00 AM
CLOSED - MONDAY, MAY 5, 2025 @ 4:00 PM
NOTIFICATION - Parents/guardians will be notified by mail no later than August 26, 2025

REQUEST TO ATTEND SDUHSD – INCOMING Interdistrict Attendance Permit Application Process
To request an Interdistrict Transfer Permit to attend a school in SDUHSD, all of the following steps must be completed by the annual deadlines.
PERMIT APPLICATION INSTRUCTIONS
1. Parent/Guardian must start the process with the district of residence and a signed interdistrict attendance permit application must be obtained from that district of residence. This is the required first step even if a student is not currently attending their district of residence.
2. For students new to SDUHSD, parents/guardian must also attach the following current student records:
- academic
- attendance
- discipline
3. Completed Interdistrict permits with attached records can be submitted electronically to Cathy.Shroyer@sduhsd.net, or mailed to SDUHSD Student Services, 710 Encinitas Blvd., Encinitas, CA 92024. Incomplete applications will not be processed.
APPLICATION DECISIONS
- Approvals/denials are made by SDUHSD Student Services. Schools may not accept or process any Interdistrict Permit applications.
- Interdistrict Attendance Permit requests are approved based on space and staff availability.
- The Superintendent or designee may deny initial requests for interdistrict attendance permits due to limited district resources, overcrowding of school facilities at the relevant grade level, or other considerations that are not arbitrary. If the desired school of attendance is at capacity or there is more capacity at another school within the district, the applicant may be offered placement at another school within SDUHSD.
- Per Education Code 46601, school districts shall respond to Interdistrict Attendance Permit requests within 14 calendar days of the start of the subsequent school year.
- While an application is pending, the student must attend school in the district of residence, a charter school, a private school, or other option complying with California's compulsory education requirement. SDUHSD is not responsible for any decisions on the part of parents to keep their students out of school pending approval of a transfer.
APPEALS INFORMATION
- The parent/guardian of a student who is denied an Interdistrict Attendance Permit will receive written notice within 30 days of denial. The parents or guardians of the student(s) may appeal the decision within 30 days of the date listed on the denial. Parents must submit a written letter to the Director of Pupil Services with a full explanation of the basis for their appeal.
- Placement at a school within SDUHSD other than the desired school of attendance is not a denial of an Interdistrict Attendance Permit and may not be appealed.
- After exhausting this process, you may appeal to the San Diego County Office of Education, by calling (858) 298-2076 or emailing interdistrict.transfer.appeal@sdcoe.net, within 30 calendar days from the date of the district's final decision. Decisions by the San Diego County Board of Education will be final.
- Failure to adhere to timelines will be deemed an abandonment of the request.
INTERDISTRICT PERMIT CANCELLATION
Permits may be cancelled, revoked, or denied renewal for the following reasons:
- Infractions of school rules and regulations
- Truancy
- Failure to make satisfactory academic progress

- Students found to be using fraudulent addresses or students who have moved outside the SDUHSD boundaries without filing an Interdistrict Attendance Permit within 30 days of the change of residence will be immediately dropped and their records will be sent to the school district where they reside.
- Athletic eligibility is governed by CIF regulations. Transfers for grades 9-12 may result in the student being ineligible to play CIF sports for a period of time. Eligibility determinations are subject to the rules of the San Diego Section of the California Interscholastic (CIF-SD) and its member conferences and leagues. - Parent/guardian must complete the releasing Interdistrict Permit form at the district. Schools cannot accept or process Interdistrict Attendance Permit applications.
- Interdistrict Attendance Permit Applications for students requesting to leave SDUHSD are also available online.
